Reorder undo-amalgamate-change-group and accept-change-group

with-undo-amalgamate does it this way, so it's probably correct.

Sadly, with-undo-amalgamate itself isn't applicable here as we hook
into the mode activation and deactivation, i.e. two separate calls
with no specific block of code to surround with it.
